PR_StringToNetAddr("[fe80::1]:1234") fails on Windows XP without IPv6.
If IPv6 is enabled it succeeds. 

On other platforms, PR_StringToNetAddr in general only accepts addresses without ports, so IMO the former behavior is correct.
