It doesn't seem to be enabled at the moment, but it looks to me at first sight as if the AFNIC IDN procedures (see http://www.afnic.fr/en/about-afnic/news/operations-news/5659/showOperational/idn-technical-specifications.html ) are fully compliant with Mozilla's IDN policies. The way for AFNIC to get this reviewed and then enabled in the Mozilla IDN list is to submit a bug: see http://www.mozilla.org/projects/security/tld-idn-policy-list.html
